Pursuant to Section 25A of the Valuation of Land Act 1971, the following independent land valuers were appointed to the relevant valuation review panel, as nominated by the Australian Property Institute, as approved by Her Excellency the Honourable Frances Adamson AC in Executive Council on 11 December 2025, for a term up to 29 January 2029.

Prior to my position at Mclean Gladstone Valuers I was employed as a Senior professional property valuer, by a Private Financial Institution for 11 years. I have successfully managed external valuers and valuations spanning various domains including commercial, industrial, retail and insurance valuations. Additionally, my expertise extends to development bonds, building draws, quality control, and building inspections. I also mentored new employees as part of peer-to-peer mentoring programs.

Prior to the position of Director, Jeremy was employed as a Senior Valuer for R.M. Gladstone Pty. Ltd. (later McLean Gladstone Pty. Ltd.) from 1983. R.M. Gladstone was a company based in Adelaide and specialised in the valuation of real estate, plant and equipment, furniture and effects and property consultancy.
Professional qualifications are as follows:
* Certified Practicing Valuer (CPV).
- Graduated with a Degree in Bachelor of Applied Science in Valuation from South Australian Institute of Technology in 1983.
- Admitted as an Associate Member of the Australian Institute of Valuers Incorporated (later renamed Australian Property Institute) in 1985.
- Licensed Valuer in South Australia since 1985 and trainee valuer from 1983 until 1985; Valuer in South Australia under the Valuers Act 1994.
From 1977 – 1979 Jeremy was employed as a trainee Horticulturalist with the Adelaide Botanic Gardens. During that time, he studied Certificate of Horticulture which gave him a broad knowledge of plant and land biodiversity which has been extremely important for valuation work.
From 1979 – 1983 Jeremy was employed by various property developers and real estate agents. His role was to provide research for all classes of properties including residential, commercial, retail and rural properties.
In September 1983 Jeremy commenced employment with R.M. Gladstone Pty. Ltd. (later McLean Gladstone Pty. Ltd.). He became the Director of McLean Gladstone in 1998. During employment with McLean Gladstone Pty. Ltd. He undertook numerous valuations of a wide range of properties in South Australia in all areas that include residential, commercial, industrial, rural properties and business interests, plant and equipment.
Jeremy has been instructed in many matters involving litigation which have proceeded to court. He has given evidence in several jurisdictions including the Supreme Court, The Family Court, the Federal Magistrates Court, District Court, South Australian Magistrates Court.

I have been a valuer since 2001 and have gained extensive experience in all types of valuation work in regional and metropolitan Adelaide, the Fleurieu Peninsula and Kangaroo Island.
I have been instructed in many matters involving litigation which were likely to proceed to court hearings and trials. I have previously given evidence in various courts within the South Australian Judicial system. I am therefore familiar with the role of expert witness and the requirements of a valuer when providing such.
My qualifications in property and working within the justice system have given me a wide range of additional experience and knowledge to assist in my valuation duties.

Jack Gibson brings over a decade of experience in valuation and risk management across Australia, spanning both commercial and residential assets. He currently serves as Associate Director Core Commercial at Opteon, where he leads valuation initiatives across South Australia. Previously, Jack held the role of National Valuation Panel/Risk Manager at Westpac, overseeing mortgage security valuation strategy and compliance on a national level, and sat on the Australian Banking and Finance Industry (ABFI) - Residential Valuation Standing Instruction (RVSI) advisory/working group.
Prior to his time at Westpac, Jack spent approximately 10 years as a Commercial and Residential Valuer with Opteon. His earlier roles include Statutory Property Valuer at the Department of Planning, Transport and Infrastructure (SA), and National Compliance Manager at Cotality (formerly CoreLogic). Jack also contributes to industry development through his position on the API SA State Committee.
